So, the whole HP lineup only offers USB-C or they have some alternatives in other computers?
Is this HP targeted at developers?

Exactly. The problem is not that Apple has a USB-C only laptop, it's that they making a USB-C only laptop called "pro." Also, the sad loss of magsafe.

To Be Fair:
Gruber really doesn't understand the PC market. They make laptops in a vast array of configurations. They don't force you to choose only ultra-thin laptops with limited ports.

Spec-wise, it’s actually a lot closer to a Macbook Pro than a Macbook. Way faster processor + integrated graphics (even the newer Kaby Lake architecture). Only real let down is the 8GB of memory that can't be upgraded.
It also has 3 USB-C port, which is 1 more than the new non-touchbar Macbook Pro
