One minor detail is the library available for download is rather small.

The library for streaming is already quite small and the downloadable content is a small fraction of that.

So no, "finally" is not a case where it's justified. More like "barely".

Yeah, this would be really cool if everything was downloadable but as is...meh. Better than nothing but not really awesome. I really despise services where there's different rules for different items. I know it's because of all the rightsholder bullshit, but it sucks for the user when the rules are inconsistent.

This was always going to start small and have to built up with time. Fuck, it wasn't that long ago when Apple had a hell of a time just getting content owners to sell you 480×360 resolution TV shows on iTunes Store the next day.
