There's simply no excuse for bugs like this in a marquee release in a company of Apple's size.
Internally, Apple is a mess right now. And it will remain a mess until Tim Cook is deposed.
If you love the Mac, you are anti-Tim Cook. It's that simple.

Apple was screwing over the desktop in favor of the iPhone when Jobs was CEO, too. (cf. Leopard.)

Not nearly the same scale, IMO. Apple under Jobs still managed to follow Leopard with Snow Leopard. Even Lion and Mountain Lion, which were clearly post-PC (remember the 2010 document?), showed more respect for the character of the Mac platform than successors. But with Tim the beancounter and all-round iPad fancier in command it's that much more pronounced. He hates the Mac because it's a threat to the iPad, therefore anything that happens to the Mac must make it level with iPad and not vice-versa. Even this PDFKit issue is the result of bringing the codebases in line.

Whatever happened to Apple not shipping a product until it's ready?
We saw shameful problems with Network Time (NTP); dnsResponder; and now Preview. What the hell?
