Microsoft's move to go after that 30% cut of every application, subscription, and other transaction on the platform, as well as more recurring fees from developers.

It does make a lot of sense for Microsoft even besides the 30% cut. They want PCs to be cheaper and more usable for regular users and simplified Windows with UWP support can do that and will run better on weaker ARM machines.
This is more like the iPad with a keyboard rather than the Chromebook. I suspect Apple already has a cheap ARM MacBook somewhere in the lab and just considering the market condition.
