Not in the way he framed it. "Even worse" implies he was away of a certain level of toxic culture, therefore a certain level of toxicity can't be a surprise. "Worse than he breached foe" implies he was *surpised* by how toxic it needed up being.

That said, there is a 3rd viable reason: He knew about, has no personal issues with, or helped facilitate the ethical nature of Uber (that part doesn't really matter), but sees a problem with so much of it being public that he's jumping ship to look innocent and to help further his career as best possible.
