The comparison with the iTunes Music Store is weak, which was never really affordable. Netflix is, obviously, akin to Spotify and Apple Music.

That statistic doesn't really show that torrenting is decreasing. It's more likely an indication that people are using more data in general, and streaming more from all sources.

I was about to make that exact same observation. But in addition to that, file lockers have gotten a LOT more popular in recent years. Megaupload was just the tip of the iceberg.
